MASTER PLANNING SERVICES

MAAS has a history of serving California community colleges for over 29 years and has completed over 100 Educational Master Plans for California community colleges. Currently 43 of the 72 Districts have utilized MAAS’ services.

The MAAS Approach:
Our planning process is distinguished by being highly collaborative in nature. It offers ample opportunities for review and input from stakeholders. In support of this objective, MAAS Companies relies on its own internal IT staff to develop a fully functional, web-based communication and data tracking system. Additionally supporting the collaborative process are on-campus meetings for reporting progress and securing input through meetings with the President, the administrative team and the Educational Master Plan Steering Committee and a broad-based coalition with representation from all segments of the college community. On-campus, open forums ensure that all stakeholders within the college community can view Plans in progress and in provide input while the Plan is in its draft form.

MAAS works closely with each college to develop a scope of work that reflects their specific needs. The following elements are typically included as part of MAAS’ development of an Educational Master Plan:

  • History of the College/District
  • Internal Environmental Scan-Identify historic trends and key student characteristics with regard to gender, age and ethnic distribution, enrollment scheduling preferences, student load distribution and awards
  • External Environmental Scan-Conduct a local, regional and state environmental scan, identifying trends or conditions that may have an impact on the District in the future
  • Stakeholder Interviews and Summary
  • Baseline Program of Instruction- Conduct a "section level" curriculum analysis at each existing campus location within the District
  • Future Program of Instruction - Enrollment growth, class sections, weekly student contact hours (WSCH) and required lecture and laboratory hours are used as the basis for the determination of future instructional space needs
  • Future Space Needs-Determine space capacity needs for the future (15 years)

MAAS collaborates on projects where Districts elect to produce certain elements of the Plan internally while seeking consulting services from MAAS to develop specific sections of the Plan. Our educational planners work closely with each of our clients to ensure the Scope of Work reflects the needs of the campus and to identify an approach that maximizes the existing resources of the College/District.
