Master Planning and Financial Bond Management

Maas Companies provided Program Management Services for the District from 2001-2010, overseeing the implementation and management of an $89 million dollar Capital Construction Prop AA Bond Program. Additionally, Maas Companies successfully managed the development and update of the Educational & Facilities Master Plan in 2008 for the District. This plan also included a Real Estate Management Plan and a plan for the acquisition/donation of an additional educational site for the District. Maas Companies provided consulting services for current projects in progress at the College including, the construction of over 120,000 square feet of college buildings and the development of a public/private partnership for a 17 acre parcel of property. Specific projects include the Higher Education Centers at National City, Otay Mesa and San Ysidro, a $17 million dollar state-funded Learning Resource Center as well as a new Student Services Center. Additional services that Maas Companies has provided for the District include a comprehensive Five (5) Year Capital Construction Plan for the District (including specific plans for the new Educational Center), the development of Initial Project Proposals, Final Project Proposals, Space Inventory Plan and State of California reporting and related documents.
